Medicaid / Medicare Coverage

Major Provisions in the One Big Beautiful Bill Act (OBBBA)

Impact on Medicare Beneficiaries with Low Incomes:

  • The bill may reduce access to programs like the Medicare Savings Programs & Part D Low-Income Subsidy, which help low-income individuals afford Medicare premiums, cost-sharing, and prescription drugs.

  • By potentially cutting Medicaid funding, OBBB could make it harder for some to qualify for Medicaid, which often provides supplemental coverage & support for those with low incomes enrolled in Medicare.

Changes in Immigration Eligibility for Health Coverage:

  • OBBB restricts Medicare eligibility for certain non-citizens, including some refugees & asylees, who were previously eligible.

  • While this doesn't directly change Medicare benefits for US citizens or those who remain eligible, it could impact the health care landscape in ways not anticipated.

Impact on Long-Term Care:

  • Medicaid plays a significant role in funding long-term care services, and OBBB's cuts to Medicaid could impact access to nursing home care & home/community-based services.

  • While Medicare does cover some short-term skilled nursing facility stays, it is not designed as a long-term care program.

  • OBBB could indirectly affect access to long-term care by making it harder for individuals to qualify for Medicaid coverage, which is essential for many needing long-term care.
